The game has been offered for free from the developer. The Steam page is not reflecting this, but to add to your library click the "install" link on SteamDB.
You do not have to download and fully install this 15+ GB. As soon as you click install on the SteamDB page, you can go to your Steam Library, right-click it, click manage, and select uninstall. The install will abort but the game will remain in your library.
